Philip T. McCabe has dedicated more than four decades to advancing LGBTQ+ public health, recovery, and social justice. Since 1979, he has been a leading voice at the intersections of mental health, substance use, and community wellness—bringing expertise, compassion, and strategic leadership to every level of service.

A respected public health advocate and educator, Phil currently serves as President of the Board of Directors for the National Association of Lesbian & Gay Addiction Professionals (NALGAP) and sits on the Advisory Board for the National Symposiums on Addiction Disorders. His career reflects a deep commitment to strengthening systems of care and supporting providers who serve LGBTQ+ communities.

Phil’s early contributions included consulting for the Lesbian and Gay Community Services Center in New York City and the National Voices & Faces of Recovery LGBT SpeakOut, where he helped build essential bridges between grassroots community organizations and emerging public health frameworks.

His national impact includes serving as Chairperson of the National Coalition for LGBT Health’s Tobacco Work Group on Treatment Issues and consulting with SAMHSA on LGBTQ+ behavioral health initiatives. Phil was a principal writer for A Provider’s Introduction to Substance Abuse Treatment for Lesbian, Gay, Bisexual, and Transgender Individuals, a landmark publication from the Center for Substance Abuse Treatment (CSAT). He also contributed to the Healthy People 2010 LGBT Companion Document, expanding LGBTQ+ health visibility within federal public health priorities.

In addition to his national leadership roles, Phil has served on the Board of Trustees of the New Jersey Coalition Against Sexual Assault (NJCASA) and the Governor’s Advisory Council Against Sexual Violence Prevention and Public Education Committee. He also served on the NAADAC Advisory Board for the Minority Fellowship Program (MFP), advancing equity in behavioral health through workforce development and specialized training.

Across counseling, policy, and public health, Phil’s life’s work reflects a singular mission: to build systems of care and community that honor authenticity, inclusion, and resilience.
